Who We Are As A District

A Family of 106 Locations.

We exist to build Christ’s Kingdom across the Central Pacific District and around the world through the Alliance. The Central Pacific District is a vibrant and growing network of 106 churches spanning five regions, representing a rich diversity of cultures and communities. Together, we are more than a collection of churches—we are a movement of pastors, leaders, and congregations united around a shared mission and spiritual DNA. We are passionate about welcoming those searching for a Christ-centered church home, and we actively invite pastors who are seeking meaningful connection, alignment, and partnership within the Christian & Missionary Alliance. Our commitment is to serve our region with purpose—creating opportunities for mission, fostering environments for spiritual growth, and hosting gatherings that equip and inspire. We also prioritize care, ensuring that every individual has access to prayer, encouragement, and pastoral support when they need it most. Looking ahead, we are deeply invested in the future of the Church. We are raising up the next generation of leaders by providing clear pathways for licensing and ordination, and by supporting those stepping into new ministry opportunities.

Jesus – Our Savior

The cross reminds us of His sacrificial death and resurrection as atonement for the sins of humankind (Acts 4:12).

The laver represents the daily cleansing from sin by the power of the Holy Spirit (1 Corinthians 1:30).

The pitcher represents oil to anoint the sick for physical, emotional, and spiritual healing (James 5:15).

The crown represents our blessed hope in Christ’s imminent return (Acts 1:11).

Rob Douglas

District Superintendent

Rob was born in Southeast Asia and spent 14 of his first 18 years there as the son of missionary parents. He has served in the C&MA in various leadership and ministry capacities, including District and Denominational Leadership, Pastoring, and International Missions work for over 30 years. In 2023, he was elected to serve on the Board of Directors for the Christian and Missionary Alliance. Rob and his wife, Stacy, currently live in Citrus Heights. He especially enjoys time with his wife and three adult children, sharing stories of God’s working, pursuing revival, enjoying nature, fishing, and flying kites.

Shanon Lee

Assistant to District Superintendent

Born and raised in Hong Kong, Shanon came to the U.S. for his college education. After graduation, he worked in the financial industry as a certified public accountant and a controller for 19 years. After being called to full-time ministry, he served as a local church pastor for over 11 years. He joined the CPD team in 2020 to assist the district superintendent. Shanon and his wife, Jade, have two adult children.

Edgar Castro

Church Planting & Hispanic Ministries

Edgar was born in El Salvador, Central America. On October 1, 1993, he received Jesus as his Savior. In 1994, he became a youth pastor for Casa del Alfareo in Downtown Los Angeles. October 16, 2004, he married Bertha N Martinez and they have two children: Nahbi and Adara. In January 2005, he became a pastor of Casa de Dios Church. Beginning in March of 2016 he received the call to work as Hispanic Coordinator for The Central Pacific District. In 2020, Edgar was appointed to lead the CPD in the area of Church Advancement.

Rick Mann

Director of Leadership Development

Rick Mann, Rick has a passion for developing leaders as churches see leaders raised up for different ministries. He has a wide variety of leadership experience himself. He has served in Alliance ministries as a pastor, church planter, international worker, college president, and on the C&MA Board of Directors. Rick has an MDiv from Ambrose University (Canada), an MBA from the University of Minnesota as well as an MA and PhD from Ohio State University. Rick is married to Cheri who is a nurse practitioner. They have three married children, and yes, 14 grandchildren. For fun, Rick and Cheri are working on visiting all 63 national parks.

Edward Black, Jr.

Communications Coordinator

Pastor Ed has dedicated nearly 40 years to serving the local church in various pastoral capacities. Time spent with Pastor Ed reveals his boundless energy, infectious laughter, and a knack for creative problem-solving. He’s a catalyst and a team builder who cherishes human connections and laughter, always striving for what could be over what currently is. He holds a business degree from the University of Arizona, majoring in Marketing & Human Resources, and a two-year Ministry certification from the Impact School of Ministry, where he also taught several courses. Additionally, he’s certified in Applied Behavioral/Personality Analysis (DISC) by the Center for Motivational Living

Bruce Guckelberg

LOCC Coach, Discipline Coach

Bruce has pastored for more than 40 vears and served on the LO&CC for ten vears. He holds dearees from the Universitv of Wisconsin--Milwaukee and Trinity Evangelica Divinitv School and earned his PhD in theoloay rom Trinity Theological Seminary. An author of several books Bruce lives in Roseville, California, with his wife. Carol, who recently retired from a career in nursing

Sandy Kang

Missions Coordinator

Sandy and her husband, Ted, have been pastoring at San Jose Christian Alliance Church since 2002. She is the founding director of Nexus Mentoring, where she equips marketplace leaders to mentor young adults towards Jesus and living with purpose. She previously served as the founding director of Gateway Preschool Academy and as staff director at Healing Grove Health Center. Sandy is also a proud mother of four daughters. Sandy is ordained with the Christian and Missionary Alliance and holds degrees from UC Berkeley (BA, Social Welfare), Gordon-Conwell Theological Seminary (MA, Religious Studies), and Trevecca Nazarene University (EdD).

Lidiya Bowman

Administrative Assistant

Lidiya Bowman is serving as the Administrative Assistant for The Central Pacific District since January 2026. Lidiya and her husband Tyler are members of Gateway fellowship Church and are active in ministry. Since her teenage years, Lidiya has Shared the Gospel on the streets of sacramento and overseas. Lidiya has a heart for the lost and a desire to see people encounter Jesus and Grow in faith. Lidiya Bowman brings a variety of skills to the admin role at The Central Pacific District.
